Sharing PHI can be Low-risk

Sam Wehbe’s article, Sharing personal health information can never be risk-free, but it can be low-risk, was recently published by STAT News. STAT is well known for their focus on the frontiers of health and medicine news.

In his article, Wehbe focuses on the benefit of sharing sensitive data for secondary use. When sharing, there is a mechanism that can be used to effectively control the risk of re-identification: de-identification. While there have been cases of re-identification – namely Latanya Sweeney’s re-identification of Governor Weld – ultimately these re-identification attacks reveal that the data was never properly de-identified in the first place.

A risk-based method of de-identification is the best way to minimize the risks around data sharing in healthcare. This methodology is so effective that major industry groups and regulators are now incorporating it into published guidelines.
